I've checked the video file in question, it's titled "GTAtitles.mpg", it's under my Steam app folder, "\steamapps\common\Grand Theft Auto Vice City\movies" right next to "Logo.mpg" (which plays fine) and I can play it on its own with a media player without any
I've tried Re-Installing GTA 3, but it still froze. Since GTA: VC is doing the same thing, I'm sure it's not missing files or something from the game. Also, these are store-bought games. Not pirated. No mods. No patches. These are both fresh out of the box games.
UPDATE-Change all settings back to default, game started working. Going to try different resolution settings, think that was the problem. Turning the draw distance to max was causing the game not to load up for me. Can you different resolutions now as long as I don't adjust draw distance.
